Danny Grisson - Resigned June or July 2007, Beth Crain - Resigned sometime Before Sept, 2007 both of these people were people with disabilities not assocated with a CIL. (Emas Bennett is listed as council member but has not attended a meeting in almost a year),

7 Meetings Held, Sept & Oct 2007 council ignores fact they are not consumer controlled even on paper, and therefore should not be able to act officially, they meet anyway and vote to send council members to conferences.

September 1 Executive Committee Meeting
Download the Sept. 1 Executive Committee Meeting Minutes. Note these minutes contain the complete version of the August Minutes (Itacized) as a large part of this meeting was spent revalidating decisions made in August. The EC had to do this because of the decision of the council to invalidate the meeting due to difficulty some members had in calling in. - See Ramona Harvey's original august minutes to get a summary of the discussion to nullify the August EC meeting.

Somehow Carol Roe showed up, but left after the DSU Rep Carol Baker spoke with her for a minute and she recieve an emergancy call.

Cancelled
This meeting was cancelled without notice to the public. The cancellation was due to weather, but despite my repeated requests to be kept informed, I was not told this until after the fact. See my posting on Dimenet for further information regarding this.
Note this posting was written before I viewed the December meeting and saw that they actually did technically vote to send Dee Ann to the SILC congress. I state that they did not vote to send her because the minutes written for December falsly leave this out. It is important to note though that Dee Ann registered for this conference before the october council meeting.

Before it was closed to the public and moved because I asked to be allowed to introduce myself.
March 14th meeting
Scheduled for 30 mins
Meeting cancelled.
This meeting was cancelled when the council was asked to leave the meeting facility by "the building people". "The building people" asked the council to leave because they were going to call the police. The council was going to call the police because I asked if I could please be allowed to introduce myself...and because I involuntarily laughed at the insanity of it all.

Open to the public, but ended up closed.
This meeting began open to the public but ended up closed to the public after the council got kicked out of the meeting facility (see above). Note: shortly after the public arrived they were told they could not participate (or clap, stomp, laugh or generally make noise). Prior to their arrival the public was given no notice and Dee Ann herself gave no indication that the pubic could not participate in any form...though Dee Ann made it clear that as chair she was not going to allow public comment even at the official meeting. None of the public was allowed to get clarification, and I was not even allowed to introduce myself after I had travelled 3 hours to get there. Instead they voted to call the police. I was not being particularly disruptive. In fact, I waited over a half hour with my hand raised politely. See video of facilitated discussion.

Cancelled
Council attempted to meet despite having official vote not be a meeting in April without making efforts to inform the public of the change. Meeting ended up cancelled due to not having an officially requested ADA accommodation that has been requested for over a year. Before the meeting was cancelled the council questioned whether they had to follow the ADA. Chair stated she would not make efforts to keep public informed through council e-mail list.

These minutes don't even acknowledge the official request submitted to the council. Al Tolberts min. indicate $9 million allocated for maintanance of effort grants, mine indicates 5 million because that is what I heard Carol Baker say... but I admit, it was difficult to hear the council, and the council would not provide clarification to audience members when they tried to get it or communicate that they could not hear what was going on. I recommend you watch the video for yourself, to determine which is most accurate. I thought I heard 5 million when I was there and I still hear 5 million when I watch the video myself.
Don't Blinked, What Really Happened

Council met briefly but refused to address or even acknowledge the official and unofficial concerns of the public. Business items addressed: Council approved the inaccurate January mins. above, and voted to adopted a mission statement that they would empower people with disabilities. People with disabilities tried to communicate they did not feel empowered, and they were ignored. Instead of addressing the concerns of the people they represent the council quickly adjourned the meeting without addressing official concerns

June 13, 2007, What Really Happened

Council met briefly but refused to address or even awknowledge the public or their concerns. Council voted to modify bylaws and to adopt SPIL that was developed behind closed doors.

September 12, 2007 - what really happened

A year after the council illegally gathered to overthrow an executive committee that really was consumer controlled, by ignoring their own bylaws and making as of yet unsubstantiated slanderous accusations against officers they never allowed due process nothing has changed it has only gotten worse. Members knowledge of thier guilt is apparent in their level of discomfort even when nobody is there trying to hold them accountable for their actions. Please revisit what happened in September, October, and November of 2006

October 10, 2007 - what really happened

At this meeting not a whole lot has occurred. Council members sat around and voted to send each other to conferences. They decided it would be a good idea to allow the state DSU to chair the membership committee... no seperation from the state there.

November 14, 2007 ICOIL gathering, No quorum council members present decided to have a discussionThe State DSU (Chair of the membership committee no seperation from the state) outlines the changes that is being made to the application process Council continues to treat members of the public as second class citizens, and continues to ignore them. Council members still more concerned about conferences that they will attend, than they are people with disabilities in Indiana. This is an official document created and sent by Al Tolbert. Note: While it is true that a few CIL directors have disabilities, and Carol Baker an who represents the DSU and Ex officio has a disability, as Al indicates -- The council is supposed to be made up of a majority of people with disabilities not associated with a CIL or representing the state. As you can see from the roster this council is well out of compliance and should not be allowed to act officially.
